The Emerging FPSO Forum was excellent. Our team enjoyed connecting with all the folks on the cutting edge of FPSO technology and methodology including client representatives from Audubon Engineering and WATER STANDARD .  Our team attended interesting sessions touching on technical developments in topsides, hull structures, mooring design, engineering trends, project challenges, market forecasts and so much more. If you are in the FPSO industry, we hope to see you next year because it won’t disappoint!

While all sessions at the forum were very informative and interesting, David Rosenberg‘s presentation really resonated with our team. David, a Senior Project Analyst from Independent Project Analysis (IPA), emphasized the importance of project execution and outlined the challenges and shortfalls that have lead to a 20% project success rate! David articulated some helpful strategies for the other 80% of projects that are coming over budget and past schedule.  He suggested applying a well-defined project control strategy from project initiation, integrating asset teams, strict control standards complete with standard reporting at fixed intervals and utilizing a modestly aggressive schedule to avoid over-runs and unnecessary delays. David’s research  found that these are the primary factors contributing to the only 20% success rate among FPSO concepts.

David also presented case studies of FPSO projects that were managed very differently. The first project started with high level plans, missing key team members, insufficient project control planning, and an aggressive schedule. This project ended up 100% over budget, more than one year past schedule and the asset itself suffered from recurring operation problems. The second FPSO case started with minor planning gaps, integrated teams and contractors, complete project control and monitoring plans and a modest schedule. The second project (also the first FPSO for that contractor) ended up 5% over budget and 5% past schedule.*

Using ‘patchwork systems’

Managing commissioning with spreadsheets and generating ITRs in Microsoft Word is a fairly common method of commissioning management. This method has a low barrier to entry but presents huge costs in terms of management/administration, mistakes, and general inefficiency. Spreadsheets containing data for 15,000-100,000 ITRs and Certificates get terribly complicated and unmanageable (quickly). The end result is only one or two people who know the spreadsheet well enough to manage the commissioning process, lots of mistakes, and poor organization.

Similarly, producing ITRs and Certificates with Microsoft Word is time consuming and leaves too much room for human error. Even if you have well established templates to manually produce the ITRs and Certs in Word, you are spending 15-30 minutes generating each ITR (that’s at least 3,750 hours of wasteful data management overhead per project).  Remarkably, many companies continue to use “patchwork systems.”

Outsourcing

Letting another company coordinate, manage, and perform inspection and testing can be a good move. Outsourcing commissioning and completions can be expensive and will eat into your profits, but if you don’t have an experienced team and proven commissioning infrastructure, outsourcing may be a good idea.

Using specialty software

Commissioning management systems (CMS) have been around for over twenty years. A major problem with most of these applications is they are ~20 year old applications so they lack key functionality. To fill these gaps, teams turn to spreadsheets, email, and Microsoft word to manage and report ITR progress – which quickly becomes unmanageable and causes errors.

Another major problem with most specialty CMS is their expense. These applications are expensive because they require on-premises installations, hardware purchases, and maintenance fees. Most of the CMSs out there also require you to hire contractors to manage the CMS applications because they are labor intensive or just too difficult to learn and use.

When evaluating a CMS there are three characteristics that can save you time and money: the cloud model, that they can be managed internally and that they are industry specific. A cloud CMS provider will generally offer a pay-for-usage model and cost significantly less than the traditional on-premises model. Finally, if you are spending money on specialty software, you ought to make sure it understands your vertical – as every vertical has unique requirements and extensive customization for your vertical can be a very expensive proposition, thus ruining your commissioning software ROI.

Deciding on a CMS

Most CMS applications do roughly the same thing – they manage equipment information, help commissioning teams coordinate inspections and testing, help produce and manage ITRs, manage Certs, and ultimately build handover dossiers.

Once you have determined that a CMS has the core functionality, you can move to major differentiating factors in the CMS market – deployment model, ease of use, vertical market compatibility, cost, and finally ROI.

Deployment model

When considering the deployment model, there are generally two options; Cloud and On-Premise. On premise is the traditional model. It’s expensive because you have to buy hardware, software, maintenance, and support plans. While it may seem enticing to have the control of an on-premises app, it generally requires capital expenditures which puts you at the mercy of a committee decision, and involves a lot of IT personnel which puts you at the mercy of IT.

The other option (Cloud) is generally more cost effective and subscription based, so commissioning managers can work the cost into the operating budget. Cloud applications are also managed by the software vendor, so you will have fewer IT headaches and strain. Cloud deployments also allow teams from anywhere in the world to log in and participate in the commissioning application which is great when a Hull is being built in Texas and the Topsides in Louisiana.

Finally, there are hybrid deployments that mix and match attributes of cloud and on-premises.

Ease of use

Cloud-based applications allow users to easily and securely login from anywhere/anytime. Other considerations include interface, number of clicks, and how long it takes to input data, generate ITRs/Certs, make assignments, and generate reports. Since these are the core functions, you want to make sure that the CMS allows you do execute these functions quickly. A quick demo can show you how fast the application allows you to work.

Vertical market compatibility

This is an easy criterion to determine, but very important. You want your vendor to know the ins and outs of your commissioning process. They should understand what you do now and how that would work in their application. You want your software vendor to be a partner, so they can help you solve problems and identify areas for improvement. Another reason you want a vertical-specific application is the implementation phase. With the sheer amount of choices, there is no reason to reinvent (or even alter) the wheel. Vertical applications fit.

Cost

Price tags on CMS apps can vary widely. Some CMS apps can cost $60,000 – $70,000/month while others can cost as little as $1,500/month. Be wary of vendors that want you to hire their consultants and make sure to factor that into your CMS costs as some apps will automate many processes so your team can manage the applications without adding staff.

ROI

Ask vendors to demonstrate Return on Investment (ROI) and don’t be afraid to poke holes in their numbers. Also apply their ROI formula to other applications – that will tell you if the ROI numbers are based in reality.

The EPC contractor used ProjecTools application to manage all project information for the FPSO. The engagement began when the EPC contractor communicated that dispersed teams contributing deliverables for the complex asset was causing out of control project information management. As a part of this FPSO project case study, we’ll assess how centralizing the data in ProjecTools cloud application:

Functional Uses of ProjecTools on this Project

Documents

The EPC contractor for the FPSO project required a system to maintain and manage 80,000+ design and technical documents. The required system had to account for and manage revision control, approval workflows, progress and status reporting, permission-based document access to globally dispersed team members, etc..

After implementing the proper tools to manage document processes, the contractor’s document controllers attributed an estimated time saving of 5-15 hours per week per document controller by using ProjecTools automated client report generation. This added the benefit of more accurate reporting of progress, status, and late actions.

The EPC contractor also previously had no reliable method for managing supplier data capture, approval or revision control. ProjecTools allowed the contractor to standardize the classification of documents required from vendors for each Purchase Order, communicate requirements to suppliers, and collect vendor document submittals directly into ProjecTools from the vendor interface. The system then enforced the automated approval and revision process, reducing vendor data processing and reporting by 2-10 hours per week, while providing unprecedented visibility and accountability.

The overall effect was a significant reduction in vendor document turnaround time and an effective data based method for tracking, measuring, and logging supplier performance.

Cost Control

The EPC contractor needed a system that would standardize the WBS and Budget Items, and report budget performance against a fixed budget baseline. They also needed a system to push commitments to, and pull actuals from their accounting system (Microsoft Dynamics). They were pleased that ProjecTools collected activity data, and organized that data into Cost, Change Order, Man-Hour, Commitment, Overage, Cash Flow, Progress, Earned Cost, etc. reports.

Engineering & Commissioning

The EPC contractor had no formal system to manage and integrate Equipment, Construction, Commissioning, or Punchlist data. Having experienced overruns in the completions and commissioning phases in previous projects, the EPC contractors suspected they were losing money by having poorly organized data. They were right.

Executing the project using ProjecTools, all tagged equipment was logged with standard numbering formats and formal rules for TAG metadata. The EPC contractor was then able to assign engineering interns from local universities to manage TAG data rather than highly-paid engineering resources. This allowed them to save money and perform a public good.

With all TAG Data populated in ProjecTools central register, the EPC set themselves up to gain the tremendous benefits of efficiency and precision in construction and commissioning. After loading their checksheets and populating them with live TAG data – the team then defined system enforceable progression dependencies and constraints for Certs, ITRs and Punchlists. This allowed them to efficiently assign batches of sensible inspection activities with a few clicks in the application. This contributed huge time savings over the previous Excel and Word-centric process they had outgrown. They no longer relied on a small army of clerks to organize inspections. Automated workflows ensured the critical path was followed exactly as defined.

As inspections were completed, Optical Character Recognition features in ProjecTools logged each completed ITR in the system and updated the status automatically.

ProjecTools Construction Punchlist application also allowed the EPC contractor to log punchlist items into the system and enforce predefined constraints on ITR or CERT completion according to the configurable rules in the application. This prevented the improper completion of ITRs and CERTs with outstanding critical Punchlist Items and gave supervisors and managers the ability to identify and assign them for resolution before they affected the completions schedule.

The end result of using ProjecTools Engineering & Commissioning on this FPSO project case study was significantly fewer delays and overruns caused by rework, communication errors, and organization deficiencies. The completions team also found that the system reduced the administrative overhead for each ITR and CERT by at least two hours.

Procurement

The EPC contractor in this FPSO case study required a system to integrate engineers, buyers, clients, and a growing global supply chain. They understood that improving organization, standardization, and communication among these groups was key to executing the 1000+ POs on the project without losing substantial amounts of money through excessive non-billable hours.

ProjecTools centralized all project information in its online application so buyers in Houston and Singapore could work together from the latest data and execute in a standard environment. This produced a more cohesive team and eliminated fragmented information and rework resulting from confusion.

ProjecTools standardized procurement lists, templates, forms, terms, and workflows by purchase order category. These standards defined and enforced repeatable processes for each procurement package by type (e.g. Capital Equipment, Services, Bulks, etc.). This allowed consistent procurement package development and processing – according to type within the application, and enforcing appropriate levels of detail and approval for each package. This standardized process resulted on a reduction of rework and after–the-fact change orders due to purchasing errors to the tune of 15+ labor hours per PO, as well as the material cost associated with such mistakes.

ProjecTools helped the EPC contractor improve communication and collaboration. The inter-discipline integration of ProjecTools allowed technical REQs to flow from engineering to procurement in a controlled, organized manner to reduce confusion between engineers and buyers. Engineers, buyers, and suppliers were able to process technical and commercial queries throughout the REQ, RFQ, and Award process within ProjecTools application. Thereby eliminating reliance on emails which had previously created problems with tracking, clarity, and accountability. ProjecTools Request Response System (RRS) allowed these groups to communicate about specific technical or commercial items with each communication automatically logged to the proper package at each stage, which paid huge dividends when the client asked for the query history for each PO.

After POs were released, ProjecTools helped the EPC contractor manage PO inspections, expediting, and receiving. The application provided onsite inspectors with the appropriate inspection sheets, correct revision of all related documents, and a method to submit inspection reports online. This reduced inspector headaches faced in previous projects, which also represented significant time and expense savings.
